            <title>Voter Initiative Action Plan 2006</title>
            <description> Introduction:  
Nothing is more basic to our country than the citizen&#039;s right to vote.  Technological developments and real concerns about voting systems&#039; reliability created an environment where the Federal government, through the Help America Vote Act (HAVA), has intervened in the State and County level to create a more standardized environment in selecting voting systems.

            <title>Instant Runoff Voting</title>
            <description>Denver Councilwoman Kathleen Kennedy held a second meeting on how to institute IRV in the City and County of Denver.  Long list of reps including Libertarians, Greens, LWV, Susan Harris of Denver Elections Board.  Group will meet again in May.  Consensus reached that citizen initiative was way to execute because of charter change required.  Lively discussion of whether to get on November or next Spring&#039;s city ballot, costs of executing (about $500K from Sequoa).  HAVA funds would not apply.  IRV would save significant money for Denver in eliminating mayoral and council runoff elections.</description>
