Denver Councilwoman Kathleen Kennedy held a second meeting on how to institute IRV in the City and County of Denver. Long list of reps including Libertarians, Greens, LWV, Susan Harris of Denver Elections Board. Group will meet again in May. Consensus reached that citizen initiative was way to execute because of charter change required. Lively discussion of whether to get on November or next Spring's city ballot, costs of executing (about $500K from Sequoa). HAVA funds would not apply. IRV would save significant money for Denver in eliminating mayoral and council runoff elections.
